SERIKALI YA TANZANIA YATENGA TSH. BILIONI 90 KURUDISHA MAFUNZO YA LAZIMA YA JKT 2012/2013

Dar es Salaam. About Sh90 billion is needed to re-establish the National Service training scheduled to start in 2013, Defence and National Services minister Hussein Mwinyi said yesterday. Dr Mwinyi who was inaugurating his ministry’s exhibitions to mark the Mainland’s 50th independence anniversary, said the money was needed for renovation of infrastructure at training centres as well as allowances for trainers and trainees.
“We had planned to re-introduce National Service training in this fiscal year but due to lack of funds and other deficiencies, we were forced to postpone it until 2012/13,” he told reporters at Mnazi Mmoja grounds where the exhibitions are being held.
According to the minister, about 40,000 Form Six leavers are expected to be trained in 2013. He said the students would be trained in two phases spanning six months each.Upon reintroduction of National Service training, Dr Mwinyi said all Form Six leavers would be forced to spend six months doing the course before being allowed to proceed with higher education.
Dr Mwinyi said in order to make sure that the reintroduction of National Services training would not interfere with other educational activities his ministry was involving stakeholders in the sector in discussions to come up with a perfect model. In a bid to make sure that all soldiers lived in camps, Dr Mwinyi said his ministry plans to build about 10,000 houses in the current fiscal year.“Although we have been given a very limited budget, my ministry would make sure that 10,000 houses are built across the country to  guarantee that our military personnel live in camps,” he said

Alisema kuwa bei hiyo ni kutokana na mabadiliko ya bei ya bidhaa za mafuta katika soko la dunia na kushuka kwa thamani ya shilingi ya Tanzania ikilinganishwa na Dola ya Marekani.

Alisema kwa mujibu wa Sheria ya Mafuta ya mwaka 2008, bei ya mafuta zitaendelea kupangwa na soko na kukokotolewa kila baada ya wiki mbili

Hivyo aliwataka wafanyabiashara na wateja wakubaliane na bei hizo zitakazopangwa na Ewura kwa kuwa bidhaa za mafuta zinabadilika mara kwa mara na kuomba kuepukana na migomo isiyo na tija.

Masebu amevitaka vituo vyote vya mafuta kuchapisha bei ya bidhaa hiyo katika mabango yanayoonekana bayana na kuonyesha bei halali iliyotolewa na mamlaka hiyo na wanu uzi kudai stakabadhi halali na tarehe aliyonunulia mafuta

Mkoa wa Dar es Salaam sasa Petrol itakuwa kwa Sh2,070, dizeli ni Sh1,999 na mafuta ya taa Sh1,980.

Bei kikomo Kikanda mikoani inaonyesha kuwa bei ya petroli kwa Mkoa wa Arusha sasa ni Sh 2,154, dizeli ni Sh2,083 na mafuta ya taa Sh2,064. Mkoa wa Dodoma petroli itauzwa kwa Sh2,128, dizeli Sh2,058 na mafuta ya taa Sh2,038.

Colonel Muammar Gaddafi has fled Libya to Zimbabwe on a jet provided by Zimbabwe President Robert Mugabe, it was claimed today, as rebels began the march on his home town.
President Mugabe's political opponents claim their spies saw Gaddafi arrive in the country on a Zimbabwe Air Force jet in the early hours of Wednesday morning.
They say the Libyan dictator was taken to a mansion in Harare's Gunninghill suburb, where agents from his all-female bodyguard were apparently seen patrolling the grounds.

The claims come as:
  • Journalists find evidence of mass graves in Tripoli filled with the bodies of as many as 150 killed in a massacre

  • Leaders of the National Transitional Council (NTC) pressed foreign governments to release Libyan funds frozen overseas;
  • The British Government pledged to fund humanitarian invervention by the Red Cross;
  • United Nations Secretary General Ban Ki-moon asked for international organisations' help in ensuring an urgent end to fighting and restoration of order in Libya.
As Tripoli came under full rebel control today, journalists from Sky News reported that they had seen evidence of a mass grave after as many as 150 were massacred.
Stuart Ramsay, the news network's chief correspondent, said he had counted 53 bodies in a burnt out warehouse shown to him by locals, who said the people there were murdered earlier this week.
Among the dead were two Libyan army soldiers, their hands tied behind their backs, he said, adding: 'Locals believed they refused to fire and were then murdered.'

Earlier Libyan rebels claimed victory in Ras Jdir, raising their flag at the border post with Tunisia after bloody clashes with regime loyalists.
There was no sign of a swift end to the civil war, which rebels have vowed will only end when Gaddafi is captured - dead or alive - but they claimed to be closing in on the strongman.
A detachment of rebel fighters was turning its attention to Sirte, Gaddafi's birthplace, 300 miles east of Tripoli, where British warplanes have bombarded a bunker with cruise missiles.
Some believe that Gaddafi, if he remains in the country, may seek refuge among his tribesmen in the Mediterranean city, which is still holding out against the rebel advance.
Loyalist forces also still hold positions deep in the Sahara desert, days after rebels took much of the capital, looted Gaddafi's compound and paraded their stolen souvenirs.
'Sirte remains an operating base from which pro-Gaddafi troops project hostile forces against Misrata and Tripoli,' said a Nato official, adding that its forces had also acted to stop a column of 29 vehicles heading west toward Misrata.

Meanwhile, leaders of the NTC, the rebel administration, pressed foreign governments to release Libyan funds frozen abroad.
It says the money is urgently needed to impose order and provide services to a population traumatised by six months of civil conflict and 42 years of dictatorial rule.
But Gaddafi's African allies have continued to offer a grain of comfort to the under-pressure dictator by refusing to recognise the legal government.
The African Union called for the formation of an inclusive transitional government in Libya, saying it could not recognise the rebels as sole legitimate representatives of the nation while fighting continues.
If fighting continues unchecked, there are fears that Libya's conflict will spill over into the remote regions of Mali, Niger, Chad and Mauritania.
Algeria has said it believes the chaos inside Libya, and large quantities of weapons circulating there, are already being exploited by al Qaeda's North African branch.
And an influential former Malian rebel, believed to have been involved in the trade of looted weapons from Libya, has been killed in Mali, officials said yesterday.
However, taking control of the Ras Jdir border post reopens a path for humanitarian aid and other supplies from Tunisia to Tripoli, where stocks of medicines and fuel are running low.

Katika kesi ya Idefonce, Mwendesha Mashitaka wa Serikali, Sabina Slayo, mbele ya Hakimu Mkazi wa Mkoa wa Arusha, Devotha Msofe, alidai kuwa mtuhumiwa anashitakiwa kwa mauaji pamoja na wenzake wawili katika tukio la Mei 21 katika kampuni hiyo ya madini.

Wenzake ambao wako rumande ni Abdul Philipo ‘Baba Salimu’ na Prosper Saimoni ‘Otieno’.

Mshitakiwa hakutakiwa kujibu lolote kwani Mahakama hiyo haina mamlaka ya kusikiliza kesi za mauaji ila Mahakama ya juu yake.

Kesi hiyo itatajwa mahakamani hapo Septemba 6 na alirudishwa rumande hadi siku hiyo.

Habari za nje ya Mahakama zilidai kuwa viongozi wa Chadema wataunganishwa na washitakiwa wengine waliokuwa walisomewa mashitaka juzi katika Mahakama hiyo kwa mashitaka hayo hayo.

Wakati  Walibya  wengi  wakifurahia  kukamatwa  kwa  mji  mkuu  wa Libya  Tripoli  na  waasi , Waafrika   katika  mataifa  mengi walijizuwia  na  furaha  hiyo. Walikuwa  na  uhusiano  wenye  hisia tofauti  na  Gaddafi. Kwa  upande  mmoja  Gaddafi  alikuwa  ni mgeni  maarufu  wa  kitaifa  kila  mara  anapotembelea  taifa  fulani, kwa  kuwa  alikuwa  akija  na  mkoba  wa  fedha. Alisaidia  sana mapambano  dhidi  ya  ukoloni,  lakini  pia  aliwasaidia   madikteta kwa  kuwapatia   silaha ,  na  pia  alimsaidia  rais  Zuma  katika harakati  zake  za  kuingia  madarakani, licha  ya  kuwa   hilo linapingwa.  Na  pia  umoja  wa  Afrika  unachukua  hatua  za tahadhari  sana  katika    hatua  zinazotokea  kila  siku  nchini  Libya. Leo  Ijumaa  umoja  wa  Afrika  unafanya  kikao  maalum  kwa  ajili ya  Libya. Lakini  bado  hali  haijafahamika  wazi , iwapo  viongozi wa   serikali  na   mataifa  ya  Afrika    watawatambua  waasi  wa Libya.
Baadhi ya Viongozi wa AU walipomtembelea Gaddaffi mwanzoni mwa mwaka huu.

Matamshi  ya  rais  wa  Ghana  John Atta  Mills  yanaonyesha  wazi mshutuko  mkubwa   kuhusiana  na  hali  ya  Gaddafi  ambayo imeuyumbisha   umoja  wa  Afrika.
"Tunatambua   kuwa  baraza   la  usalama   na  amani  la   umoja  wa afrika  litakutana , lakini  Ghana  inachunguza  hali  ilivyo, na tutachukua  uamuzi  sahihi, ikitiliwa  maanani  kile  ambacho  ni  cha manufaa  kwa  taifa  letu".
Kiongozi  mwenzake  mwenye   nguvu  zaidi  wa  Afrika  kusini  Jacob Zuma  ameonyesha   hadi  sasa  msimamo  wa  wazi  wakati akieleza  shutuma  zake  kwa mashambulizi  ya  NATO.
"Tumejikuta  katika  hali, ambapo  mataifa  yaliyoendelea  yameamua kuingilia  kati  katika  bara  la  Afrika, katika  utaratibu  ambao haujakubalika. Tumeona  kuwa  maazimio  haya  yanaendewa kinyume  katika  hali  ambayo  haikubaliki  kabisa".
Zuma  anaitupia   lawama  jumuiya  ya  NATO, kwa  kuendesha  sera za  mabadiliko  ya  utawala   na  kulikandamiza   jukumu  la  Afrika katika  utatuzi  wa  mzozo  huo. Kuhusu   juhudi  zake  mara  mbili zilizoshindwa    za  upatanishi  mjini  Tripoli  hapendi  sana kuzizungumzia. Gaddafi   alimkaribisha  Zuma  katika  hema alimokuwa  akiishi. Ni  hivi  karibuni  tu  waziri  wa  mambo  ya  kigeni wa  nigeria  Ashiru  alitamka  wazi  kuwa  serikali  nyingi  katika mataifa  ya  Afrika  zilikuwa  zikikubaliana  na  Gaddafi. Miongoni mwa  nchi  hizo  ni  Zimbabwe, kuna  mahoteli  kadha  nchini  Kenya na  Afrika  kusini   na  mara  nyingi  chama  tawala  cha  ANC kilipata   fedha  nyingi  kutoka  kwa  Gaddafi  katika  mapambano dhidi  ya  ubaguzi  wa  rangi. kwa  hiyo  si  jambo  la  kushangaza , kwamba  hadi  sasa  mataifa  hayo  hayakuwaunga  mkono  waasi. Anakiri   hivyo  waziri  wa  mambo  ya  kigeni  wa  Afrika  kusini Nkoana- Mashabane  kuwa  haikuwa  rahisi  kulikubali  baraza  hilo la  mpito. Anatoa  wito  lakini.
"Tungependa  kutoa  wito  kwa  mamlaka  ya  mpito  kuanzisha  haraka mjadala   wa  walibya  wote, wenye  nia  ya  kuunda  uwakilishi  halisi wa  serikali  ulio  katika misingi  wa  watu  wa  Libya".
Afrika  kusini  inasisitiza  kuhusu  kile  kinachojulikana  kama utaratibu  maalum, "Roadmap",  ya  umoja  wa  Afrika, ambayo inazungumzia  kuhusu  mjadala  wa  aina  hiyo, kura  ya  maoni kuhusu  katiba  na  hatimaye  ufanyike  uchaguzi. Inawezekana  kwa vyovyote  vile  kuwa  mtazamo  huu  wa  umoja  wa  Afrika ukatekelezwa. Lakini ni  pale  tu  baraza  la  taifa  la  mpito  la  Libya litakapopendelea  kufuata. Huenda  pia  Libya  isiwe  na  haja  na  umoja wa  Afrika.

Uamuzi uliotolewa na Luhajnjo uligusa hisia za wabunge walio wengi na kuushangaza Umma kutokana na maamuzi hayo kuonekana kuingilia na kudharau Bunge akiwemo na kudhalilishwa kwa Waziri Mkuu

“Naliomba Bunge lisitishe kujadili hoja zote za Serikali hadi hapo ripoti ya Mkaguzi na Mdhibiti Mkuu wa Serikali hadi hapo ripoti ya iliyomsafisha Jairo itakapofikishwa Bungeni” alisema Zitto

Zitto aliwasha moto huo majira saa 3:18 asubuhi mara baada ya Naibu Spika, Job Ndugai kufungua bunge hilo

“Mheshimiwa Naibu Spika unafahamu ya kwamba, Waziri Mkuu wa Jamhuri ya Muungano wa Tanzania alizungumza ndani ya Bunge hili ya kwamba angekuwa ni yeye angeshamchukulia hatua Ndugu Jairo kuhusu vitendo alivyofanya, hivyo basi naomba nitoe hoja kwamba Bunge lisitishe hoja yoyote ya Serikali mpaka itakapoleta bungeni taarifa ya CAG kuhusiana na uchunguzi huo.”

Baada ya kutoa hoja hiyo, Zitto aliungwa mkono na wabunge zaidi ya nusu waliokuwamo ndani ya ukumbi huo na kusikika miungurumo ya makofi, hali ambayo ilimlazimisha Naibu Spika wa Bunge, Ndugai, kuitisha Kamati ya Uongozi kwa dharura kujadili suala hilo.

Baada ya kikao cha dharura cha Kamati ya Uongozi ya Bunge, Ndugai alirejea ukumbini na kutoa taarifa kuwa kikao hicho kiliongozwa na Spika wa Bunge, Anne Makinda na kukubaliana na hoja ya Zitto kwa kupima hoja iliyotolewa kuwa ni nzito hivyo tunaunda Kamati teule kuhusiana na sakata hilo

Mara baada ya kutoa tangazo hilo wabunge walifurahia majibu hayo na kuzizima kwa shangwe kufurahia kuundwa kwa kamati teule

Luhanjo alisema uchunguzi huo ulikuwa chini ya Mkaguzi Mkuu wa Hesabu za Serikali [CAG] Ludovick Otouh na kubaionika Jairo hana hatia yoyote

Imefafanuliwa kuwa, katika mapitio ya uchunguzi huo ulipitia nyaraka mbalimbali, vitabu vya risiti, hati
za malipo na taarifa za benki kwa kipindi cha mwezi Mei hadi Julai mwaka huu

Uchunguzi huo umebaini taasisi zipatazo nne zilichanga kiasi cha shilingi milioni 149.7. zilichangwa kupitia taasisi hizo na si 20 kama ilivyodaiwa awali na si kiasi cha shilingi bilioni moja kilichoaiwa na baadhi ya wabunge


Ukaguzi huo pia haukupata ushahidi wowote wa fedha zilizochangwa kutumika kuwalipa wabunge malipo yoyote kwa madhumuni ya kuwahonga bali malipo yaliyofanyika yalihusu posho za kujikimu, takrima na posho za vikao kwa maofisa walioshiriki katika kazi nzima ya uwasilishwaji wa bajeti hiyo.

Hatua ya kusimamishwa kwa Bw. Jairo ilikuja baada ya tuhuma zilizotolewa na wabunge wakati wa bajeti ya awali ya Wizara ya Nishati na Madini ambapo walidai kuwa Bw. Jairo amechangisha jumla ya shilingi. bilioni moja kutoka kwenye taasisi 20 zilizo chini ya wizara hiyo kwa lengo la kuwahonga wabunge kupitisha bajeti hiyo

BUNGE LAHAIRISHWA BAADA YA KIFO CHA MBUNGE

MBUNGE wa Bunge la Tanzania kupitia Baraza la Wawakilishi, Mussa Khamis Silima (60), amefariki dunia leo katika Hospitali ya Taifa Muhimbili jijini Dar es Salaam.

Mbunge huyo wa jimbo la Msufini na familia yake walipata ajali ya gari juzi usiku Nzuguni mkoani Dodoma, mkewe, Mwanaheri Twalib (48) alikufa papo hapo, amezikwa jana Zanzibar.

Spika wa Bunge, Anne Makinda amewatangazia wabunge kuwa Katibu Mkuu Wizara ya Afya na Ustawi wa Jamii , Blandina Nyoni amemuarifu kuwa Silima ameaga dunia.
Gari waliyokuwa wanasafiria.


Makinda ameahirisha shughuli za Bunge hadi kesho saa tatu asubuhi ili kutoa fursa kwa wabunge kuomboleza kifo cha mwenzao.

Leo asubuhi baada ya dua ya kuliombea Bunge na kuiombea nchi yetu, Makinda aliwaeleza wabunge kuwa, alizungumza na Silima, na kwamba alikuwa anaendelea vizuri.

Baada ya taarifa hiyo ya Spika kuhusu kifo cha Mbunge huyo, wabunge walisimama kwa dakika moja kumbuka marehemu Silima.

“Mwenyezi Mungu aipumzishe roho yake mahali pema peponi, amina” amesema Spika wa Bunge na kuitaka Kamati ya Uongozi ya Bunge na Kamati ya Bunge ya Huduma za Jamii wakutane kuzungumzia ushiriki wa Bunge katika msiba huo.

Makinda, jana aliwatangazia wabunge kuwa, Mbunge huyo na wenzake walipata ajali saa mbili kasorobo usiku, Silima aliumia, akalazwa katika Hospitali ya Mkoa wa Dodoma. Kwa mujibu wa Makinda, Silima alipata majeraha makubwa.

Kwa mujibu wa Makinda, Mbunge na familia yake walikuwa wanarudi Dodoma wakitoka Zanzibar kumzika kaka wa mke wa Mbunge huyo.

Gari lililopata ajali aina ya Toyota Corolla liliharibika vibaya, lilivutwa juzi usiku likiwa halina baadhi ya matairi, lipo kwenye kituo kikuu cha Polisi Usalama Barabarani Mkoa wa Dodoma.

Kwa mujibu wa Kamanda wa Polisi Mkoa wa Dodoma, Zelothe Stephen, gari alilokuwa akisafiria Silima liligongana na magari mengine mawili saa 2.15 usiku katika barabara kuu ya Dodoma- Morogoro nje kidogo ya manispaa ya Dodoma.

Kamanda huyo amesema, gari hilo lenye namba za usajili T.509 AJC lilikuwa likitoka upande wa Morogoro kuelekea mjini Dodoma, kulikuwa na watu wanne ndani ya gari hilo akiwemo aliyekuwa akiliendesha, Chezard Sebunga (31), mkazi wa Chinangali Manispaa ya Dodoma, Silima, Mwanaheri mkazi wa Zanzibar, na Salama Juma (50) mkazi wa Area ‘D’ Manispaa ya Dodoma.

Gari hilo liligonga lori lenye namba T. 330 AYF aina ya Isuzu likiwa na tela lenye namba za usajli T. 673 ATS upande wa kulia kwenye gurudumu la nyuma kabisa kulia na kuyumba kisha kugonga lori linguine aina ya Scania lenye namba za usajili T. 497 ASW lililokuwa likitoka mjini Dodoma kuelekea Morogoro.

MASHABIKI YANGA WAMVAA SAM TIMBE

MASHABIKI wenye hasira wa Yanga, juzi walivamia gari la wachezaji pamoja na la kocha wa timu hiyo Sam Timbe wakilalamikia mchezo mbovu uliosababisha timu yao ifungwe na JKT Ruvu bao 1-0.

Mashabiki hao walitoa kauli kali kwa wachezaji na Timbe huku wakisisitiza kuwa mchezo wa Jumatano kati ya Yanga na Moro United ni mtihani mwingine kwa kocha huyo raia wa Uganda.

Timbe ambaye aliiwezesha Yanga kutwaa ubingwa wa Tanzania Bara msimu uliopita na Kombe la Kagame, alilalamikiwa na mashabiki akidaiwa kushindwa kupanga kikosi na kusababisha kipigo kwa JKT Ruvu katika mchezo wa kwanza wa Ligi Kuu Tanzania Bara.

Akizungumza na waandishi wa habari Dar es Salaam jana, Sendeu alisema wanafuatilia vurugu hizo kupitia mkanda wa video na mashabiki watakaobainika watachukuliwa hatua za kinidhamu, ingawa hakuzitaja.

Aliwataka wanachama na mashabiki wa timu hiyo kuwa wavumilivu pindi timu yao inapofanya vibaya kwani hiyo ni sehemu ya mchezo wa soka na kwamba viongozi wanatambua timu inapita katika kipindi kigumu kwa sasa, lakini aliwatoa hofu kuwa hali itakuwa shwari muda si mrefu.

“Hakuna mtu anayependa kufungwa, lakini hatuna budi kukubaliana na matokeo, tunawaomba watuunge mkono hali itakuwa nzuri punde,” alisema Sendeu.

Licha ya kukubali matokeo hayo, lakini pia alisema kwa kiasi kikubwa yamechangiwa na ubovu wa Uwanja wa Jamhuri hali iliyowapa shida wachezaji wao kumiliki mpira.

Pia alisema kuwepo na majeruhi wengi ndani ya kikosi cha timu yao ni sababu nyingine ya kupoteza mchezo huo na kuwataja wachezaji majeruhi kuwa ni Kigi Makassy, Davies Mwape, Kenneth Asamoah na Yaw Berko.


Wakati huohuo, Mwandishi Wetu anaripoti kutoka Morogoro kuwa mchezo kati ya Yanga na JKT Ruvu umeingiza kiasi cha Sh milioni 15.3.

Katibu Mkuu wa Chama cha Mpira wa Miguu Mkoa wa Morogoro ( MRFA) Hamis Semka , alisema mapato hayo yalitokana na kiingilio cha Sh 3,000 na kwamba kila timu ilipata Sh milioni 3.4 na kilichobakia kiligawanywa kwa taasisi, vyama vya michezo ikiwemo Shirikisho la Mpira wa Miguu Tanzania ( TFF).

Tariq Aziz, alikuwa naibu waziri mkuu wa Iraq enzi za utawala wa Saddam Hussein na alihukumiwa kunyongwa kama bosi wake mwezi oktoba mwaka jana.

Rais wa Iraq, Jalal Talabani alikataa kutia sahihi adhabu ya kunyongwa kwa Tariq Aziz badala yake alitaka hukumu hiyo hiyo iwe kifungo cha maisha.

Baada ya kutupwa jela akisubiri suluhisho la hukumu yake, Tariq Aziz amemtaka waziri mkuu wa Iraq Nouri al-Maliki afanye mipango ya haraka ili anyongwe kwasababu amechoka kusubiri huku akiteseka kwa magonjwa yanayomkabili.

"Afya yake ni mbaya sana, ameniomba nimwambie Maliki awahishe kunyongwa kwake mapema iwezekanavyo", alisema mwanasheria wa Tariq Aziz, Badie Aref.

"Amesema hili ndio ombi lake kwa sasa kwa kuzingatia afya yake anateseka", alisema Aref.

Aref aliongeza kuwa Tariq Aziz amekuwa akihudumiwa vizuri sana jela lakini amekuwa akisumbuliwa na magonjwa ya kisukari, presha, vidonda vya tumbo na kansa.

Tariq alihukumiwa kunyongwa baada ya kupatikana na hatia ya kufanya mauaji na kuvunja haki za binadamu.

Saddam Hussein ambaye naye alipatikana na hatia ya makosa kama hayo alihukumiwa kunyongwa na alinyongwa disemba 30 mwaka 2006 ambayo ilikuwa ni siku ya kwanza ya sikuu ya Idi

Mwandishi wa BBC Matthew Price amezungumza na Saif al-islam na kusema kuwa anaonekana kuwa mchangamfu na shauku kuu.
Saif al-Islam amesema waasi wameingia kwenye ''mtego'' mjini Tripoli na kwamba wanajeshi wanaomuunga mkoni Kanali Gaddafi walikuwa ''wamevunja uti wa mgogo wa waasi hao''.
Waasi wanaopigana kuudhibiti mji mkuu wa LibyaTripoli , wamerudishwa nyuma na wanajeshi wanaomuunga mkono Kanali Muammar Gaddafi.
Lakini wakati mapigano yanapoendelea katika maeneo mbalimbali ya mji, msafara wa waasi kutoka mashariki mwa nchi ulirudishwa nyuma.

Bado hajulikani alipo Kanali Gaddafi.

Jumapili iliyopita waasi walidai kuwa walikuwa wamemkamata Saif al-Islam, pamoja na familia yake.
Hata hivyo, bado Kanali Gaddafi hajulikani alipo. Nyumba yake inalindwa na wapiganaji wanaomtii.
Waasi hao walioingia mjini Tripoli jumamosi iliyopita walikaribishwa watu waliokuwa wakisheherekea katika bustani ya Green Square wakati walipowasili siku ya jumapili.
Waasi hao wamesema kuwa wameweka vizuizi katika sehemu mbalimbali za mji lakini wanakabiliwa na upinzani mkali katika baadhi ya maeneo.
Kamanda wa waasi amesema wanadhibiti asilimia 90 ya mji wa Tripoli.
Kiongozi wa Baraza la Mpito la kitaifa (NTC), Mustafa Abdel Jalil, amesema wakati wa ushindi halisi utakuwa pale watakapo mkamata Kanali Gaddafi.

Rais Obama apongeza watu wa Libya.

Rais Barrack Obama amewapongeza watu wa Libya kwa kile alichokitaja kama ''kujitolea mhanga kusipokuwa kwa kawaida''. Obama amesema watu wa Libya wanakaribia kupata kile wanachohitaji.
Katibu mkuu wa Umoja wa mataifa, Ban Ki-Moon naye amewakumbusha wanachama wa Umoja huo kuwa, wanajukumu la kuheshimu mahakama ya kimataifa ya jinai, ambayo imetoa hati za kuwakamata Kanali Gaddafi, mtoto wake wa kiume Saif al Islam na mkuu wake wa idara ya ujasusi.

Mapigano makali yanaendelea karibu na makazi ya kiongozi wa Libya Kanali Muammar Gaddafi baada ya waasi kudhibiti sehemu kubwa ya mji wa Tripoli siku ya Jumapili.
Usiku wote kulikuwa na umati wa watu wakishangilia katika bustani ya Green Square, awali eneo hilo lilikuwa likiwakilisha sura ya maandamano ya watu wanaomuunga mkono Gaddafi.
Waasi walikumbana na upinzani mdogo walipoingia kutokea mashariki, kusini na magharibi.
Msemaji wa waasi anasema majeshi ya Gaddafi bado yanadhibiti asilimia 15-20% ya Tripoli.
Waasi pia walisema wamemkamata mtoto wa kiume wa Kanali Gaddafi Saif al-Islam, lakini hakujawa na taarifa aliko Kanali.
Vifaru viliibuka kutoka kwenye makazi ya Daddafi Bab al-Azizia mapema Jumatatu asubuhi na kuanza kufyatua risasi, msemaji wa waasi alisema.
Milio ya risasi imekuwa ikisikika kwa muda mrefu katika eneo hilo.
Viongozi wan chi za Magharibi wameipokea hatua ya waasi na kumtaka Kanali Gaddafi kuondoka.
China imesema itashirikiana na serikali yoyote ambayo itakuwa ni chaguo la watu wa Libya.

Mwandishi wa BBC mjini Tripoli , Rana Jawad, ambaye ameshindwa kuripoti waziwazi kuanzia mwezi Machi, anasema watu katika maeneo jirani mashariki mwa Tripoli waliamshwa na Imam wa msikiti wa wenyeji akiimba wimbo wa Taifa wa kabla ya utawala wa Gaddafi.
Kuna dalili kuwa mwisho unakaribia na waasi wamefanikiwa kupata kile walichokuwa wakikitaka, mwandishi wa BBC anasema.
Katika bustani ya Green Square – ambayo itarejea kuitwa jina lake la zamani kabla ya utawala wa Gaddafi la Martyrs' Square – watu wanaowaunga mkono waasi walichana bendera za kijani za serikali ya Gaddafi na kukanyaga picha za Kanali Gaddafi.
"Wakati wa kuupinga utawala wa Gaddafi sasa umefikia kilele. Tripoli inaanguka kutoka mikononi mwa dikteta. " alisema Rais wa Marekani Barack Obama katika taarifa.
Waziri Mkuu wa Uingereza David Cameron, ambaye amesitisha likizo yake kusimamia kikao Baraza la Usalama la Taifa alisema ni wazi " sasa mwisho wa Gaddafi umekaribia."
Bw Cameron alisema kiongozi wa Libya "amefanya uhalifu dhidi ya watu wa Libya na lazima aondoke sasa kuepusha mateso zaidi kwa watu wake ".
Mahakama ya Uhalifu wa Kimataifa mjini The Hague inafanya majadiliano kumhamisha Saif al-Gaddafi kwa mashtaka ya uhalifu wa kivita. Mahakama hiyo pia inatafuta kumkamata Kanali Gaddafi na mkuu wake wa Usalama, Abdullah al-Sanussi.
Mtoto mwingine wa Gaddafi Muhammad, alizungumza kwa simu kupitia Televisheni ya al-Jazeera wakati waasi walipoizunguka nyumba yake. Milio ya risasi ilisikika kabla ya mawasiliano kukatika.
Duru za kidiplomasia zimeliambia shirika la habari la AFP kuwa Kanali Gaddafi anaweza kuwa bado yuko Bab al-Azizia. Hajaonekana hadaharani tangu mwezi Mai, ingawa amekuwa akitoa ujumbe wa radio kutoka maeneo yasiyojulikana.
Picha za televisheni zilionyesha raia wa Libya wakipiga magoti na ardhini kushukuru kwa kile walichokiita "siku iliyobarikiwa".
Uongozi wa waasi, Baraza la Mpito la Taifa (NTC) umetangaza kuhamisha makao yake makuu ya harakati kwenda Tripoli kutoka mashariki mwa mji wa Benghazi ambao umekuwa mikononi mwa waasi tangu siku za mwanzo ya machafuko ya kisiasa.
Ufaransa inasema kiongozi wa NTC, Mustafa Mohammed Abdul Jalil,anatarajiwa kwenda Paris wiki ijayo kwa ajiliya mkutano wa "Kundi la Kimataifa" la nchi zinazohusika na mstakabali wa Libya.

RAIS KIKWETE AAGIZA TANESCO NA LUWASA KUMALIZA TATIZO LA MAJI LINDI.

PRESIDENT Jakaya Kikwete has directed the Tanzania Electric Supply Company (Tanesco) and Lindi Urban Water and Sewerage Authority (LUWASA) to ensure water is available in the area, as he had earlier promised.

He made the directive when inspecting water supply sources for wells and tanks at Kitunda suburb in Msinjali Ward in Lindi.

President Kikwete directed the two authorities to make sure that they fulfill promises by December, this year.

The president, however, noted that the water supply project had been implemented by 80 per cent and that electricity has not so far been connected to the water source to make it operational.

Mr Kikwete said that residents around the project should be first beneficiaries and he promised to officiate the opening ceremony.

The LUWASA General Manager, Mr Daud Majani, said 3.3bn/- out of 7.7bn/- has been spent on the project.

He said the money was used for building the infrastructure including construction of new water pipes and a tank with a capacity of storing 3 million litres of water.

Mr Majani assured the public that the project would be completed in the third week of December, this year.

Among challenges the project is facing, according to Mr Majani, included high expenses on fuel due to the increase of prices of diesel.

He also hinted that his authority was planning to launch another water project in 2013, which will be drawing water from Ng'apa basin.

Mr Majani said the project to be funded by Germany, will supply clean and safe water to residents of the region.

TANESCO Region office said the project will be supplied with power later this month and needed 210 electricity poles, where 150 had already been erected.

Meanwhile, President Kikwete's motorcade stopped at two villages of Nampunga and Simana where the president pledged to give 5m/- in support of a dispensary and teachers' houses which are under construction.

Cash-strapped hospitals are banning hundreds of women from having a caesarean birth, it emerged today.
A number of NHS trusts have said they will only give the go-ahead for a c-section if the woman’s health would be put at risk by a natural birth.
They have launched the crackdown on women who are ‘too posh to push’ – saying it wastes millions of pounds of NHS money every year.
Most hospitals already discourage women from having c-sections by outlining the potential risks to both mother and baby. But now some trusts are going further by ruling them out on financial rather than medical grounds – meaning it will be even harder for women to get a caesarean on the Health Service.

Some mothers have attacked the restrictions, saying it should be a woman’s right to choose how their baby is born.
One quarter of all births in the UK are now by caesarean section, up from just 9 per cent in 1980, despite a campaign by the World Health Organisation which believes there is no justification for any country having a rate exceeding 15 per cent.
A planned caesarean costs around £2,600 – much more than the £1,200 cost of a natural birth without complications; taking money from strained NHS budgets away from other priorities such as heart disease and cancer.
Economists estimate that a drop of 1 per cent in the proportion of women having the surgery would save the NHS some £5.6million a year.
Dr Michael Dixon, chairman of the NHS Alliance, which represents GPs who run health service budgets, said: ‘We are going to need to balance all sorts of things in future, from cancer to heart disease. When it comes to treatments we may need to spend less on, that [caesareans] may be one.’
The restrictions have been put in place by primary care trusts in Cornwall and the Isles of Scilly, Herefordshire, Bristol, South Staffordshire, County Durham, Dorset, Derbyshire, and Bournemouth and Poole.
The bans only affect planned caesareans, not c-sections which are carried out for emergency reasons. And if a natural birth would pose a health risk for mother or baby, a c-section would be allowed.
Health experts have long argued that women should go for a natural birth because the risks are lower.  A birth by c-section increases a baby’s chance of breathing difficulties, and mothers may find it harder to bond with a child while recovering from operations.

These risks are usually outlined to mothers-to-be by midwives, meaning a woman has to be very determined to get a caesarean on the NHS. But the financial restrictions being put in place by a number of trusts will make it much harder to get one.
Some mothers’ groups say that patient choice is more important than notions of objective risk.
They argue that woman opt for planned caesareans to avoid the trauma of an emergency procedure and to reduce the risk of post-natal conditions such as incontinence.
Mothers’ rights campaigner Leigh East, 40, from Ilkley in West Yorkshire, had both her daughters by planned caesarean.
She said: ‘This is outrageous because one in four women will have a caesarean whether they want one or not. Women who make a positive choice to have a caesarean and remove the risk of an emergency caesarean stand a far better chance of a positive recovery than women who go into childbirth blindly.
‘To take that choice away, when it has just been shown that it is a valid option, shows it is being done purely on the basis of costs.’
Later this year, the NHS rationing body NICE is expected to bring out a report saying women should be able to choose their method of birth.
Maureen Treadwell, of the British Trauma Association, said: ‘There are a small group of women who appraise the risks of natural birth versus caesarean and consider caesarean is better. They are making a well-informed decision, taking account of the priorities that are most important to them.’
Dr Paul Armstrong, a consultant obstetrician at London’s Portland hospital, said: ‘Just as a woman has a right to choose home birth or other non-interventionist techniques, so should she have the right to choose a caesarean.
