MATEJA WAYATEKA MAKABURI YA SINZA, WAUZA MAKABURI YALIYOZIKWA ZAMANI.

KWA kipindi kirefu sasa, usimamizi wa makaburi ya Sinza, Dar es Salaam umekuwa chini ya mikono ya mateja (watumiaji wa mihadarati) wanaoendesha biashara haramu ya maeneo ya makaburi yaliyokwishatumika ili kujipatia kipato.

Kwa sababu ya kukosa utu na ufukara uliopitiliza, mateja hao wasiopungua 15 wamekuwa wakiendesha biashara hiyo waziwazi kwa miaka nenda rudi na hivyo kufanya wazoeleke kwa baadhi ya wakazi wa maeneo jirani na makaburi hayo, pamoja na wateja wanaofika kutafuta huduma ya maziko.

Kutokana na kuzoeleka huko na kwa sababu ya kutokuwa na tabia ya kukwapua vya watu kama wafanyavyo mateja wengine katika vituo vya mabasi na kwingineko, wa kwenye makaburi hayo wanapewa ushirikiano na watu mbalimbali ikiwa ni pamoja na kulipwa dau wanalolitaja na hivyo kuligeuza eneo hilo kuwa lao la kudumu kibiashara.

Uchunguzi wa gazeti hili uliothibitishwa na baadhi ya mateja hao, wakazi wa eneo hilo, viongozi wa mitaa na watu waliopotelewa na makaburi walimozikwa ndugu zao, umethibitisha kuwapo uozo mkubwa katika makaburi hayo ‘yanayomilikiwa’ na genge hilo kama sehemu ya kujiingizia kipato isivyo halali.

Aidha, imethibitika kuwa mateja hao wasio na tabia ya kuibia mtu wala kudhuru wanaoingia na kutoka kwenye makaburi hayo kusaka huduma ya maziko, hufukua makaburi ya waliozikwa kuanzia miaka miwili iliyopita kurudi nyuma na kuzika maiti wapya huku wakifahamu kuwa eneo hilo limejaa na linastahili kuachwa huru.

makaburi ya wazi ni watoto wachanga bila kujali walizikwa lini pamoja na watu wazima waliozikwa kwa zaidi ya miaka miwili iliyopita.

Baadhi ya watu wakiwa wanaliangalia Lori hilo huku wakiwa hawaani kama kijana huyo amenusurika kufa.
Mfanyabiashara ndogo ndogo  wa Chalinze mjini ambaye jina lake halikuweza kupatikana jana alipasuka kichwani na kunusurika kufa baada ya kuchomolewa katika taili la Lori ambalo linafanya shughuri ya kutengeneza barabara, 
Tukio hilo lilitokea jana majira ya saa saba mchana stendi kuu ya mabasi yaendayo mikoani karibu na njia panda ya kwenda Tanga na Morogoro mjini Chalinze wakati kijana huyo alipo kuwa akijalibu kuvuka barabara kubwa ndipo alipotokewa na tukio hilo.

The result takes Liverpool above Fulham and one point behind seventh-placed Everton going into the final day of the season.
Chelsea are now guaranteed to finish sixth and will have to win the Champions League to qualify for the tournament again next season.

TAASISI ya Kuzuia na Kupambana na Rushwa (Takukuru) imewafikisha watu saba katika mahakama ya Wilaya ya Same, mkoani Kilimanjaro kwa tuhuma za udanganyifu,  ubadhirifu na matumizi mabaya ya madaraka.


Washtakiwa waliofikishwa mahakamani mbele ya Hakimu Mkazi Mfawidhi, Gabriel Kurwijira,  ni Diwani wa Kata ya Vumari, Joseph Kateri na aliyekuwa Ofisa mtendaji wa kata hiyo, Dawson Daniel.

Katika kosa la tatu, ambalo linawahusu Misheto, Makundi na Abrahamu, wanatuhumiwa kutumia nyaraka za uongo kuwa wamepokea vifaa zilizothibitisha kuwa Nashy Hardware alikuwa amevifikisha shuleni hapo.
Washtakiwa hao ambao walikwamisha mradi wa ujenzi wa nyumba ya mwalimu, wanadaiwa kutenda makosa hayo kinyume na vifungu namba 22,31 na 32 vya Sheria ya Kuzuia na Kupambana na Rushwa namba 11 ya mwaka 2007.

Washtakiwa wote wanadaiwa kuingizia Serikali hasara ya zaidi ya Sh13.4 milioni, walikana mashtaka na wako nje baada ya kutimiza masharti  kwa kuwa na mtu mmoja wa kuaminika na kusaini hati ya thamani ya Sh5 milioni.

Hata hivyo, Mshtakiwa Mbike alishindwa kukidhi masharti ya dhamana na kupelekwa rumande. Kesi iliahirishwa hadi Mei 16, mwaka huu itakapotajwa tena

Rais Mstaafu Benjamin Mkapa akitoka katika Mahakama ya Hakim Mkazi Kisutu Dar es Salaam, baada ya kutoa ushahidi wake katika  kesi ya uhujumu uchumi wa zaidi ya euro milioni 2, sawa na sh bilioni 3 inayomkabili aliyekuwa Balozi wa Tanzania nchini Italia, Profesa Costa Mahalu, na Grace Martin. Pia Mh. Kikwete anatakiwa nae awepo Mahakamani kutoa ushahidi, Katiba itamruhusu kuingia Mahakamani akiwa madarakani au watamsubiri amalize mda wake wa kuwa madarakani!!!?

PRESS RELEASE; MWANASHERIA MKUU ATOA UFAFANUZI JUU YA UTEUZI WA WABUNGE WAPYA NA MAWAZIRI.


Mheshimiwa Rais Jakaya Mrisho Kikwete, tarehe 4 Mei, 2012 alitangaza mabadiliko katika safu ya Baraza la Mawaziri.  Katika uteuzi wa Mawaziri na Manaibu Waziri, Mheshimiwa Rais aliwateua Mawaziri wapya kutoka miongoni mwa Wabunge aliokuwa amewateua na kuwatangaza.  Baada ya uteuzi huo, kumetolewa maoni kwamba hatua ya Mheshimiwa Rais kuwateua Wabunge Wapya ambao hawajaapishwa Bungeni kuwa Mawaziri ni kitendo cha uvunjaji wa Katiba.

Ofisi ya Mwanasheria Mkuu wa Serikali inayachukulia maoni haya kama ni jambo lenye maslahi ya jamii na linalohitaji kufafanuliwa; kwa upande mmoja lakini pia, kutolewa kwa elimu ya Umma; kuhusu Mamlaka ya Rais ya uteuzi wa Wabunge. 

Msingi wa Katiba tunaoanza nao ni maelekezo ya masharti yaliyomo kwenye Ibara ya 55(4) kwamba:
“Mawaziri na Naibu Mawaziri wote watateuliwa kutoka     miongoni mwa Wabunge”
Pili, ni mamlaka ya Rais ya uteuzi wa Wabunge aliyopewa na masharti ya Ibara ya 66(1)(e) yenye aina ya Wabunge wasiozidi kumi watakaoteuliwa na Rais kutoka miongoni mwa watu wenye sifa zilizotajwa katika aya za (a) na (c) za ibara ya 67 na angalau Wabunge watano kati yao wakiwa Wanawake.  Wabunge aliowateuwa Mheshimiwa Rais wanatokana na Ibara hii.

Tatu, baada ya hatua zote hizi ikumbukwe kwamba aliyeteuliwa au kuchaguliwa kuwa Mbunge anakuwa Mbunge ama baada ya kutangazwa na Msimamizi wa Uchaguzi; au baada ya kuteuliwa na Tume ya Uchaguzi kwa wale Wabunge wa viti maalum au anapochaguliwa na Baraza la Wawakilishi au anapoteuliwa na Rais akitumia Mamlaka yake ya uteuzi yanayotokana na Ibara ya 66(1)(e). Hivyo Wabunge wanaohusika hawahitaji kuapishwa kwanza Bungeni ili wawe Wabunge.  Kiapo cha Mbunge Bungeni kinamwezesha tu kushiriki katika shughuli za Bunge. 

Katiba ya nchi haiweki kwa Rais masharti kwamba kabla ya kumteua Mbunge wa aina hiyo kuwa Waziri au Naibu Waziri Mbunge huyo awe ameapishwa Bungeni kwanza.  Masharti mawili muhimu na ya kuzingatia ni kwamba mteule wa nafasi ya uwaziri au Naibu Waziri hatashika madaraka yake ila mpaka kwa mujibu wa Ibara ya 56 ya Katiba, awe ameapa kwanza mbele ya Rais kiapo cha uaminifu na pia kiapo kingine chochote kinachohusika na utendaji wa kazi yake kitakachowekwa kwa mujibu wa Sheria iliyotungwa na Bunge.  Sharti la pili, litahusu kiapo cha Uaminifu katika Bunge kabla Mbunge hajaanza kushiriki katika shughuli za Bunge kwa masharti ya Ibara ya 68 ya Katiba.  Viapo hivyo havitegemeani na vinaweza kufanyika kwa nyakati tofauti.

Ofisi ya Mwanasheria Mkuu wa Serikali inasisitiza kwamba Wabunge ambao hawajaapishwa ndani ya Bunge ni Wabunge na wanapoteuliwa kushika nafasi ya Uwaziri au Naibu Waziri ni halali kwa kuwa uteuzi huo haukiuki masharti yoyote ya Kikatiba au Sheria.  Aidha, katika kutekeleza madaraka ya kazi ya Uwaziri au Naibu Waziri Mbunge atahitaji kiapo mbele ya Rais hata kama hajaapishwa Bungeni.  Busara ya uandishi wa Katiba na Sheria imetambua kwamba kunaweza kukatokea uteuzi wa aina hiyo wakati Bunge limeahirishwa kama ilivyo sasa.  Masharti ya Ibara ya 68 ya Katiba yatazingatiwa katika kikao cha Bunge kijacho.

Bila shaka ufafanuzi huu utaleta uelewa katika jambo hili na kuepusha mikangayiko isiyokuwa ya lazima.

SIMBA YAIKUNG'UTA YANGA GOLI 5-0 KWENYE UWANJA WA TAIFA


Waziri wa Habazri, Vijana, Utamaduni na Michezo Dk Fenela Mkangara akimkabidhi kombe nahodha wa timu ya Simba Juma K. Juma baada ya timu ya Simba kuifunga Yanga magoli 5-0 kwenye uwanja wa Taifa jijini Dar salaam katika mchezo uliokuwa ni wa  kumaliza michuano ya Ligi Kuu ya Vodacom uliomalizika jioni hii  kwenye uwanja wa Taifa, huku ikiwa tayari ni mabingwa wapya wa ligi hiyo, Simba imefanikiwa kutunza heshima yake baada ya kuifunga Yanga magoli 5 kupitia wachezaji wake Emmanuel Okwi, goli la kwanza. 

Goli la pili la Simba likafungwa na mchezaji Felix Sunzu kwa njia ya penati na dakika chache baadae Emmanuel Okwi akaongeza goli la tatu , Juma Kaseja akaongeza goli la nne kwa penati wakati pia Patrick Mafisango akafunga hesabu kwa kufunga  goli la tano baada ya wachezaji wa Yanga kufanya makosa katika eneo la hatari

At the end they embraced like champions, those old warriors of Chelsea, and bounced up and down in a circle like excited children in familiar fashion.
Chelsea are again FA Cup winners and a season that seemed to be disappearing into the abyss is ending in silverware.
The ultimate dream of owner Roman Abramovich may yet follow in Munich. But for now the team and, in particular Roberto di Matteo, a manager who surely deserves a title more exalted than caretaker, should glory in their remarkable turnaround.

For Chelsea, out of sorts for so long this season, this was a return to normality. They have virtually appropriated this famous old trophy in recent years with four victories since 2007.
All around records were tumbling: it was Ashley Cole’s seventh FA Cup win, Didier Drogba’s fourth FA Cup final goal and the fourth time captain John Terry has lifted that cup.
And yet Chelsea’s celebrations were infused with a degree of relief, and not just because an 82nd-minute header from Andy Carroll briefly seemed to have brought the score back to 2-2.
For more than an hour they utterly dominated before a 64th-minute goal from substitute Carroll changed everything.
Liverpool, who had been sleepwalking to defeat, were suddenly galvanised and Chelsea, previously untroubled, spent the rest of the game in survival mode. And when Carroll headed goalwards on 82 minutes, it seemed extra-time beckoned as he wheeled away in celebration. Mercifully, a goalline controversy was settled correctly, but it was still an almighty scare for Chelsea.
For Di Matteo, who twice scored goals at the old Wembley to win Chelsea the Cup, Saturday was a vindication whatever an uncertain future holds.

OSCAR PISTORIUS, MWANARIADHA MWENYE MIGUU VIBUTU AMERUHUSIWA KUSHIRIKI OLYMPIKI RIADHA MITA 400.

The man sitting next to me on a luxurious, L-shaped cream sofa at his open-plan home in Pretoria, South Africa, is a sprinter. He is a man who has now met the qualifying ‘A’ standard to run in the 400 metres at the Olympic Games in London and will also go for four gold medals at the Paralympic Games.But Oscar Pistorius is also a double amputee. He was born without a fibula, the bone that connects the knee to the ankle. This sprinter’s legs end just below his knees.
In the day-and-a-half Sportsmail photographer Andy Hooper and I spent with Pistorius in and around Pretoria, we tried to find out what makes this sprinter tick. What is the Blade Runner like away from the track?

Pistorius now sits on a pile of logs at a game reserve near his home, gently stroking a nine-week-old white tiger called Orion. He is not the slightest bit nervous, yet shows the cub the utmost respect.
Pistorius is equally at ease with Anthony the cheetah, looking the animal in the eye as they crouch on a dirt track under the setting African sun.
They are both the fastest in their respective fields but Pistorius’s obvious discomfort with his running legs, known as cheetah blades, is startling compared to the regal, fluid way the animal glides around.
When Pistorius is not running he is constantly shifting his weight from left to right, trying desperately to avoid the abrasions that cause painful blistering and disrupt his training regime. ‘It’s an occupational hazard,’ he says, shrugging his shoulders. ‘Most sprinters get sores.’
He wanted a king cheetah of his own, but had to settle for two white tigers: a female called Vesta and a male, Valcan. He kept the cats, which cost around £30,000 each, at the game reserve and played with them every few days, until they got too big and he became too busy.
‘They were beautiful animals,’ he said. ‘They’ve got a couple of breeding programmes in South Africa for all types of big cats. It was more of a love for the animals than anything else, but I’m just not here enough to appreciate them.
‘I think everybody who grows up here has got some sort of love for animals and for nature. We grew up with a lot of animals at our house. We always had dogs, goats, guinea fowl and horses.’

Pistorius doesn’t really like riding horses, but he has had stakes in five race horses; animals he says he finds intriguing.
‘They’re just unbelievable  animals,’ he says. ‘I’ve had about 20 wins between them over the last two-and-a-half years, but I’m more intrigued by the race horses.
‘They just love it. You see a race horse and it gets to the day before a race and you see how excited they get. It’s quite special.’
Pistorius has dogs, too - Enzo, a black-and-white bull terrier and Silo, a light-brown American pit bull. He explains Silo was a rescue dog, who was locked in a room only two metres by three metres until she was three-and-a-half months old. She had a broken back and is still nervous, even after Pistorius’s care and attention.
Enzo, however, is just mad. As he jumps around outside by the pool Pistorius elects to tell me: ‘The last journalist who came here, he ripped their toe nail off. There was blood everywhere.’ Somehow I don’t think he’s joking.
Pistorius drives his big black BMW through Pretoria’s leafy, well-heeled suburbs like a racing-car driver.
Beneath the over-sized sunglasses he smiles with satisfaction as he hears the engine momentarily eclipse the upbeat dance tunes when he pushes his foot to the floor. The good-looking, 25-year-old driver, a man recently voted South Africa’s best-dressed by GQ magazine, attracts admiring glances when we pause in the heavy commuter traffic.

This car is still quick and impressive, but it is the safe option for Pistorius, designed to protect him in the event of a crash. An adrenaline junkie by nature, he insists he has given up ‘all that stuff’ to pursue his dream of  competing at the Olympics.
The walls of his home are adorned with signed boxing memorabilia and a painting of James Dean, the rebel without a cause. Pistorius’s double garage is littered with kit - skis, snowboards, boxing gloves and bicycles - but they remain unused, for now at least.
He has sold 11 motorcycles - ‘superbikes, race bikes, I had loads of different bikes’ - over the past two years to focus on this sport he fell into almost by accident, when a knee injury stopped him playing rugby at boarding school and he began athletics ‘as a form of rehabilitation’

CHELSEA (England):
2004/05: Mourinho was an immediate hit in England as, in his first season, he led Chelsea to only the second championship in their history and first since 1955. The Blues lost just once in 38 matches to finish 12 clear of reigning champions Arsenal.
2005/06: As with Porto, Mourinho led Chelsea to successive Premier League titles following another dominant season which saw them finish eight points clear of Manchester United despite losing their final two games.
INTER MILAN (Italy)
2008/09: Having left Chelsea in late 2007, Mourinho took charge of Inter the following summer and again it did not take him long to work his magic as the Nerazzurri won the league in his debut season with a 10-point gap to Juventus.
2009/10: Mourinho's Inter retained their title during a record-breaking season which saw them become the first Italian side to win the treble of Serie A, Champions League and Coppa Italia. That summer Mourinho left Italy to join Real Madrid.

Kikwete alisema serikali haitasubiri mpaka iwe na uwezo mkubwa kifedha, bali itaendelea kukigawa kile kilichopo ili kupunguza madhara kama ilivyofanya kwa madaktari.

“Serikali imesikia kilo chenu, tunaendelea kuyafanyia kazi, iko siku yote yatatimia, tunaongeza mishahara kidogokidogo ”.

Katika hotuba yake alifafanua kuwa, uwezo mdogo wa kiuchumi wa nchi ndio kikwazo kikuu cha kurudisha nyuma maslahi ya wafanyakazi nchini hali inayosababisha kiwango cha mishahara kutopanda ipasavyo.

Alisema mapato ya ndani ni sawa na trilioni 3.2 huku mishahara ya watumishi inachukua trilioni 6.7 hivyo kuwa na tofauti kubwa
