TANZANIA (eTN) – A few days after a grisly attack and killing of a Dutch tourist outside Tanzania’s famous Serengeti National Park in the northern tourist circuit, scores of suspects have been arrested in connection with the incident, some in possession of items stolen from the tourists.

The Tanzanian Minister responsible for Tourism, Mr. Khamis Kagasheki, confirmed that the suspects, including a foreign national, were arrested a few days after the incident during a heavily-equipped police surveillance in the Serengeti area.

Mr. Kagasheki said the Tanzanian police units and other security agents have been deployed in the area, and key suspects are being held in connection with this grisly tourist attack.

He said the suspect killers will be booked to face the courts of law, while stringent measures will be taken to protect tourists visiting Tanzania against any sort of banditry.

Several items stolen from the killed tourists and others booked at the Moivaro Lodge were recovered by Tanzanian police. Two key suspect robbers are being interrogated by the police, while two guns believed to be used in this horrific attack were recovered from the robbers.

Three computer units, five pairs of shoes, four photographic cameras, mobile phones, a television decoder, and other travel items were recovered from the suspects, now under intensive police interrogation.

He said such an attack and killing of a tourist who was on safari in Tanzania was a rare incident and an unfortunate one which took his ministry by great shock, taking into reality that Tanzania has been a peaceful tourist destination.

Last week’s killing of a Dutch tourist is the first killing of a tourist in the famous and most visited northern Tanzania circuit. Media and travel fraternity sources indicate that there were isolated cases in areas outside Ngorongoro Conservation Area where tourists were mugged of their travel items, but no single killing was reported to hit a tourist.

Mr. Kagasheki said his ministry (tourism) is working closely with the Internal Affairs Ministry to ensure that such an attack will not happen again, while security in all tourist facilities and visiting sites remain stable, to ensure safety to holiday makers on visit in Tanzania.

Security has been beefed up in tourist hot spots, both inside the wildlife parks and outside, in villages where park rangers are not deployed.

The 57-year-old Dutch tourist, Eric Brewelmans, was killed in an armed robbery on a holiday in Rubanda Village, outside Africa’s famous Serengeti National Park. With the tourist, a lodge manager, Renatus Bernard, was also killed in the incident and about 40 of the lodge’s guests lost all their belongings.

A special police operations team was immediately dispatched to areas neighboring Serengeti National Park to hunt the killers, in collaboration with other security operatives.

Tourist and travel stakeholders have expressed their shock over the recent attack, fearing to lose their booming business at this time when most holidaymakers from key market sources of Europe are contemplating about the future of the Euro zone crisis.

Endowed with rich tourist attractions, Tanzania had targeted to attract a million tourists before 2015, raising the current figure of 867,994 tourists today, and who had generated a revenue of US$1.3 billion to date.

Said the ministry, a strong member of the East Africa Community (EAC) and the Regional Tourism Association of southern Africa (RETOSA), Tanzania remains a peaceful African destination with no tourist threats or security risks to foreign holidaymakers.

MWENYEKITI wa Jumuiya ya Madaktari aliyetekwa nyara na kuumizwa vibaya usiku wa kumkia juzi, kisha kutupwa Msitu wa Pande, Dk Steven Ulimboka amesema atazungumza kwa kina yote yaliyomsibu baadaye na kuomba sasa aachwe auguze maumivu makali yanayomkabili.

Dk Ulimboka aliokotwa na wasamaria wema juzi asubuhi katika Msitu wa Pande nje kidogo ya Jiji la Dar es Salaam, baada ya kutekwa nyara na watu waliokuwa na silaha akiwa katika Viwanja vya Klabu ya Leaders, Kinondoni.

Jana, Dk Ulimboka ambaye amelazwa Hospitali ya Taifa Muhimbili huku hali yake ikiwa haijatengemaa vyema, alitoa kauli akisema ingawa ana maumivu makali anaendelea vizuri ikilinganishwa na siku ya kwanza.

Dk Ulimboka alitoa kauli hiyo baada ya kutakiwa aeleze mkasa huo uliomfika wa kukamatwa, kuteswa na kutupwa msituni.
Hata hivyo, hadi sasa wingu zito la nani alimteka na watekaji walitaka kujua nini kutoka kwa kiongozi huyo wa madaktari, bado limetanda.

Siri nzito
Akisimulia mkasa huo kupitia Kituo cha Redio cha Clouds FM, Dk Ulimboka alisema, akiwa katika klabu hiyo ya Leaders alipigiwa simu na rafiki yake ambaye alikuwa atokee Tandika na baada ya kumsubiri ndipo alipofika kwenye klabu hiyo, lakini, alianza kujisikia vibaya tofauti na siku nyingine na kuongeza; "Yaani sikuwa na amani."

Alisema, "Mara, katikati ya maongezi tukaona mtu anaongea na simu. Ghafla tukiwa tunasema tuagane, wakaja watu kama watano hivi na bunduki, wakasema wewe na yule bwana mko free (huru), tunakuchukua wewe (Dk Ulimboka)," alieleza na kuongeza:

"Sijakaa sawa, nikaona nimeshaburutwa nikaanguka kwenye lami, wakaniinua na kuniingiza kwenye gari nyeusi, lakini halikuwa na namba."

Hata hivyo, jana Dk Ulimboka hakuonana na mwandishi wa habari hii, badala yake alirekodiwa, na Mwananchi kupata sauti yake akijibu swali kuhusu hali yake na tukio hilo, baada ya uongozi wa Taasisi ya Mifupa Muhimbili (Moi) kuzuia watu kumwona.

Daktari huyo wa magonjwa ya binadamu, amelazwa katika chumba cha Wagonjwa Wanaohitaji Uangalizi Maalumu (ICU).

"Kidogo najisikia nafuu ikilinganishwa na nilivyokuja ingawaje, bado nina maumivu makali. Kwa hivyo, ingependeza niendelee na mapumziko na mtu yeyote anayetaka kuniona pengine hilo jambo lisifanyike sasa. Hivi sasa ni vizuri nipumzike," ilisikika sauti hiyo ya Dk Ulimboka.

Lakini, uchunguzi wa gazeti hili umebaini kuwa wodini alikolazwa Dk Ulimboka, kuna ulinzi mkali wa madaktari na hairuhusiwi watu kumwona kiholela siyo tu kwa sababu za kutaka aachwe apumzike, bali pia kutowaamini watu ovyo.

Madaktari wanaolinda eneo hilo walisikika jana wakisema, “Huyu tunamlinda wenyewe na haiwezekani mtu asiyefahamika kuingia humu ndani, na hilo tutahakikisha sisi wenyewe,”alisikika akisema mmoja wa madaktari hao.

Kiongozi jopo la madaktari

Katika hatua nyingine, kiongozi wa jopo la madaktari wanaomuhudumia Dk Ulimboka, Profesa Joseph Kahamba aliwaambia waandishi wa habari kuwa Dk Ulimboka ana majeraha mwili mzima.

“Ingawa kwa sasa anaendelea vizuri, Dk Ulimboka ameumia sana, kwani mwili wake mzima una majeraha kutokana na kupigwa na watekaji hao,”alisema Profesa Kahamba na kuongeza:

“Aliumia mbavuni,kifuani, miguuni, mikononi ambako aling’olewa baadhi ya kucha za vidole na kichwani na kinywani, ambako aling’olewa meno mawili,”alisema.

Alifafanua kwamba, kutokana na maumivu hayo ya kichwa, Dk Ulimboka alipata tatizo la mtikisiko wa ubongo, lakini akasisitiza kuwa madaktari bingwa wanaendelea na harakati za kuokoa maisha yake.

Uongozi wa Moi watoa neno

Uongozi wa Taasisi ya Mifupa (Moi) umeeleza kuwa hali yake inaendelea vizuri ingawa bado amelazwa katika chumba cha wagonjwa mahututi cha taasisi hiyo.

Msemaji wa Moi, Almas Jumaa aliwaambia waandishi wa habari kuwa licha ya hali yake kuendelea vizuri, lakini haingewezekana kwa waandishi wa habari kuingia ndani ya chumba alikolazwa na kumwona Dk Ulimboka.

“Mgonjwa anaendelea vizuri ukilinganisha na jana (juzi), anaongea, anawatambua watu wanaokwenda kumwona, lakini utaratibu wa kwenda kumwona kwa ninyi imeshindikana kwa sababu yupo (ICU) ni chumba chenye utaratibu wake,”alisema Jumaa.

Jumaa aliongeza kwamba ili mtu aweze kuingia wodini analazimika kuvaa vazi maalumu na mavazi yaliyopo, yasingetosha, lakini pia wapo watu wanaoendelea kumpatia huduma ya matibabu.

Tamko la Jumuiya ya Madaktari

Wakati hali ya Dk Ulimboka ikiwa hivyo, madaktari wameipinga tume ya uchunguzi iliyoundwa na Jeshi la Polisi kuchunguza suala hilo, wakidai mazingira ya tukio hayaliondoi jeshi hilo kuhusika.

Katibu wa Jumuiya hiyo, Dk Edwin Chitage aliwaambia waandishi wa habari kuwa wangependa kuundwa kwa tume huru itakayofanya kazi ya kuchunguza tukio hilo na kutoa taarifa kwa umma.

“Madaktari kwa ujumla wetu tunalaani tukio la kutekwa nyara,kupigwa na kutupwa katika Msitu wa Pande, lakini pia hatuna imani na tume iliyoundwa na Jeshi la Polisi kwa sababu mazingira ya tukio hayaondoi kuhusika ama kutohusika kwa jeshi hilo,”alisema Dk Chitage.

Chitage alitoa msimamo wa madaktari kuwa ni kuendelea na mgomo, huku akionya Serikali kuacha vitendo vya kuwatisha, kwa madai kuwa vitendo hivyo haviwezi kuwa suluhu ya mgogoro kati ya pande hizo mbili.

“Kumekuwa na vitisho kwa madaktari katika maeneo mbalimbali nchini, hususan Dodoma, Mbeya, Arusha na Mwanza. Tunaionya Serikali kuacha mara moja na itambue kuwa mgogoro huo hauwezi kumalizwa kwa namna nyingine yoyote bali ni kwa Serikali kutekeleza madai ya madaktari,”alisema Chitega na kuongeza:

“Sisi madaktari kwa umoja wetu, tumechoka kushuhudia Watanzania wakipoteza maisha kwa magonjwa tunayoweza kuyatibu, kufanya kazi katika mazingira magumu huku kukiwa hakuna mipango ya kuboresha mazingira ya kazi, kukosekana kwa dawa na vifaa tiba.”

Mgomo huo wa madaktari leo unaingia siku ya saba tangu ulipotangazwa na mwenyekiti huyo kuwa, ungeanza rasmi Jumamosi iliyopita.

TSHS. BILIONI 300 ZAKUTWA KWENYE AKAUNTI ZA WATANZANIA USWISI

KITENGO cha Polisi wa Kimataifa (Interpol) nchini kinachunguza Sh303.7 bilioni ambazo zinadaiwa kukutwa kwenye akaunti sita za Watanzania, wakiwamo wanasiasa, katika benki mbalimbali nchini Uswisi.


Chanzo cha habari cha kuaminika  kutoka ndani ya Interpol kilichonukuliwa na gazeti dada la Mwananchi, The Citizen, kimesema baadhi ya wanasiasa nchini na watu wengine ndiyo wanahusika na ufisadi huo kwa kuwa na akaunti zenye fedha nyingi nchini Uswisi.
Fedha hizo zimeelezwa ziliingizwa katika akaunti hizo na kampuni za uchimbaji mafuta na kampuni za uchimbaji madini, ambazo zinafanya kazi Tanzania.


Chanzo hicho kiliongeza kwamba fedha hizo zipo katika akaunti sita tofauti, zinazomilikiwa na Watanzania wakiwamo wanasiasa.


Kiasi hicho cha fedha kilichofichwa Uswisi, kinatosha kuendesha Bajeti ya Wizara ya Mifugo na Uvuvi kwa miaka mitano, au kusaidia Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, kuendesha shughuli zake kwa miaka miwili.


Hata hivyo, chanzo hicho kilieleza kuwa tangu akaunti hizo zifunguliwe wamiliki wake halali hawajawahi kuingiza hata shilingi moja.


"Wenzetu wa Uswisi wameeleza fedha hizo zimeingizwa na kampuni kadhaa ambazo zinahusika na mafuta pamoja na madini hapa nchini," kilidokeza chanzo hicho.


Mabilioni hayo yamebainika kufichwa wakati takwimu zilizotolewa na Umoja wa Taasisi za Kupambana na Rushwa barani Afrika ikiwamo Tanzania, zikionyesha kwamba Sh22 trilioni, zimekuwa zikitoroshwa nchini humo na kufichwa katika nchi za kigeni, ikiwamo Uswisi.


 Fedha hizo zimebainishwa na ripoti ya Benki ya Taifa ya Uswisi (SNB), iliyotolewa hivi karibuni, ikibainisha nchi mbalimbali ikiwamo Tanzania, na kiwango cha fedha zake zilizohifadhiwa huko.
Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru) hivi sasa inafuatilia suala hilo kwa mamlaka za Uswisi, ili kujua fedha hizo ziliko na nani anazimiliki.


Mbali ya Tanzania, nchi nyingine ambazo zina fedha nyingi katika benki za Uswisi ni Kenya (dola 857 milioni), Uganda (dola 159 milioni), Rwanda (dola 29.7 milioni) na Burundi dola 16.7 milioni.
Jumla ya fedha zilizoko katika benki za Uswisi kutoka nchi hizo nyingine za Afrika ni Faranga 1.53 trilioni za nchi hiyo na ripoti hiyo imeelezwa kuwa kuna msukumo wa kimataifa wa kuitaka nchi hiyo izitake benki zake, kubadilishana taarifa za wateja na serikali za kigeni.


Ripoti hiyo imekuja wakati pia Uswisi ikiwa na rekodi ya kuhifadhi mabilioni ya dola kutoka nchi za kigeni ikiwamo Afrika, kwani iliwahi pia kuhifadhi dola zaidi ya bilioni 1.5  za aliyekuwa Kiongozi wa Kijeshi wa Nigeria, Jenerali Sani Abacha na dikteta Mobutu Seseseko wa iliyokuwa Zaire.


Gavana azungumza
Akizungumzia ripoti hiyo, Gavana wa Benki Kuu (BoT), Profesa Beno Ndulu (pichani) alisema uamuzi huo wa Uswisi wa kuanza kufungua milango utaiwezesha BoT kuwa na rekodi ya kiasi halali cha fedha zilizopo katika nchi hiyo.


Profesa Ndulu alifafanua kwamba katika siku za nyuma, Uswisi haikuwa imefungua milango kwa kutaja kiasi cha fedha za wateja wake walioweka fedha katika benki zake, hivyo ilikuwa vigumu kwa mamlaka za ndani kuweza kufanya uchunguzi.


"Ndiyo kwanza wameanza kufungua milango, sisi siku zote tulikuwa hatuwezi kujua nini kinaendelea. Lakini, angalau sasa tutaweza kujua na kuwa na rekodi baada ya uamuzi huo wa kufichua kiasi cha fedha kilichomo katika benki zake," alifafanua gavana.
Kiutaratibu, BoT inapaswa kuwa na rekodi ya fedha halali za Watanzania zilizopo nje ya nchi.


Kauli ya Takukuru
Mkurugenzi Mkuu wa Takukuru, Dk Edward Hoseah alikaririwa na The Citizen hivi karibuni alisema kuwa ofisi yake ina taarifa kuhusu suala hilo na kwamba wanaanza mawasiliano na Serikali ya Uswisi kujua ukweli wake.


Dk Hoseah alisema taasisi hiyo inataka kujua jinsi gani fedha hizo ziliwekwa kwenye benki za Uswisi, watu waliohusika na namna uhamishaji wa fedha hizo ulivyofanyika.


"Tutakapogundua fedha hizo zimetoka wapi, tutafuata taratibu zinazohusika kuhakikisha zinarudi nchini," alisema Dk Hoseah na kuongeza: "Tutatumia sheria zilizopo katika nchi hizi."


Kwa upande wake Mkurugenzi wa Upelelezi wa Makosa ya Jinai (DCI), Kamishna Robert Manumba hakutaka kuzungumzia suala hilo akieleza kuwa yuko likizo, hivyo aulizwe msemaji wa Jeshi la Polisi.

    A pair of 13-month-old conjoined sisters, who were abandoned by their poverty-stricken parents, have been successfully separated.
    Aradhana and Stuti were left at the Missionary Hospital in Padhar, India, after they were born on May 11 last year, because their parents could not afford to take care of them. Their father Hariram Yadav is a poor local farmer who has just two acres of land.

    The twins, who were joined at the chest, were separated yesterday during a 12-hour operation involving 23 doctors and 11 nurses from India and Australia. They were wheeled in the operation room at 8am, before the surgery followed from 9am to 9pm.
    The team first separated their hearts, which were joined by the same membrane, followed by their fused livers.

     Hospital Superintendent Dr Rajiv Choudhry said he was happy with how the surgery went. The special sisters will now remain on ventilators and under close observation for the next 48 hours.
    The team had done a dry run of the entire procedure beforehand.
    The surgery was funded by Indian TV viewers and local politicians after hearing of their plight.
    The outpouring of generosity, with thousands of small donations by members of the public, is unusual in India where girls are often not valued in rural communities and disabled babies are often abandoned.
    Public generosity was matched by a £22,000 fund from the Madhya Pradesh state government.

    The girls have been cared for by hospital staff since their birth, with three nurses taking shifts to act as surrogate mothers. Surgeons at the under-equipped Paddar Hospital spent months appealing for international help and preparing for the operation.
    The hospital persuaded the parents, who already have a six-year-old son, to continue having a relationship with their daughters. The couple Hari Ram Yadav and Maya Yadav now hope to take their girls home after surgery.

    'We are happy that they will finally get to be a family and both the girls will get a proper home,' said Vikas Sonwani, assistant administrator of Paddar Hospital.
    Conjoined twins occur in around one in every 200,000 live births. They are identical - coming from a single egg that doesn't fully separate after fertilization and therefore always the same sex.
    Their prospects vary widely depending on their general state of health, how they are joined and what organs are shared.  

    Between 40 to 60 per cent of conjoined twins are stillborn and around 35 per cent survive only one day. The overall survival rate of conjoined twins is somewhere between five and 25 per cent. Female twins are three times as likely as males to be born alive.
    Surgical separation is still rare. According to the University of Maryland , at least one twin has survived separation about 75 per cent of the time since 1950.
    One of the earliest documented cases of conjoined twins were Mary and Eliza Chulkhurst. They were born joined at the hip in 1100 in Kent and were know as the Biddenden maids. They died aged 34.

    Kijana Jackson Thobias mwenye umri wa miaka 17 amefariki dunia baada ya kugongwa na treni kwenye maeneo ya kipawa jijini Dar es Salaam. Aligongwa na treni baada ya kutembea juu ya reli huku akichati kwa simu yake na akisiliza muziki kwa kutumia headphone.
    Kijana mdogo wa miaka 17, Jackson Thobias, aliyekuwa akisoma kidato cha nne ESACS Academy, amefariki kwa kugongwa na Treni maeneo ya kwao kipawa.

    Aligongwa na treni akiwa anatembea juu ya reli huku akiwa anasikiliza muziki kwa headphones huku pia akichati katika simu yake wakati akitembea kwenye reli.

    Pamoja na mlio mkubwa wa treni, na juhudi za watu kumpigia kelele kuwa kuna treni inakuja nyuma yake, Jackson hakusikia.

    Marehemu Jackson ndiye aliyeshinda kwenye Tokelezeiyer Inter-School concert iliyoandaliwa na group ya Friends 4 Friends mei 12 mwaka huu.

    Despite fears the game would get abandoned and rescheduled for Saturday, it was given the go-ahead to resume at 6pm as conditions appeared to ease.
